Lines Shifting When Publishing Services

I will try to explain as best as I can.

When viewing an mxd, our layer for GPS'd pipelines are correct. However, when publishing the service mxd to be used on our webmap - there is a shift in the lines, approximately 50 feet.

Does anyone know what would cause this shift?
