nav tools work through popup window

It has been bothering me that when a popup window is open, and I want to scroll down in that window by clicking and holding,the scroll bar, if I have the zoom tool active, it draws the zoom box as I use the scroll bar and then zooms in on release. Basically, the navigation tools apparently function through the popup window. This only happens with zoom in and out and not pan.

The same thing happens when trying to select text within the window.

I'm using Flexviewer 3.1. (updating is not an option as at least one of my widgets will not work on later versions)

Anyone else see the same thing and/or have any suggestions?
