Shaded relief

I need to know the contents of following link by ESRI related to shaded relief map.

1. Is it 2D or 3D
2. Apart of hillshed DEM, other geographic information is in Toposheet raster or vector data?


My purpose is I need to publish similar type of service on our GIS portal n 2D environment using our Base maps(vector)
