Error Loading ESRI's FEMA Floodplain Mapservice

To All Flex Viewer Users:

I am trying to load the following public tiled mapservice into my compiled Flex Viewer application:

http://maps3.arcgisonline.com/ArcGIS..._USA/MapServer

But I keep getting the error:

Fault info:E0005E: Invalid tile service

Does anyone know how to fix this problem?
