Widget setting (XML text instead user interface )

Hi every body ,

I download Identify Widget and it work without any problem online machine.
When I add it in my local server widgets the setting appear as XML format.
How can I change setting to user interface.

also I have this problem in
- enhanced search widget
-Feature tooltip
-enhanced Draw widget
